Joseph Swerdzewski obtained his undergraduate degree in 1971 from the College of the Holy Cross, Worcester, MA. In 1974, he received his law degree from Fordham University School of Law. He is licensed to practice law in New York and Colorado.
In 1993, President William J. Clinton appointed Mr. Swerdzewski as General Counsel of the Federal Labor Relations Authority (FLRA) after confirmation by the United States Senate. He was appointed and confirmed for the same position in 1998 and is the only General Counsel appointed for a second term.

Mr. Swerdzewski left the FLRA in 2001 to become the president and CEO of FPMI Solutions, a federal government contractor specializing in human resource outsourcing and training. Helping expand the business in 2004, he successfully guided the company through a sale to a Washington-based equity investment firm. He left FPMI in 2005 and started JSA, a human resource consulting and training firm.
Currently, Mr. Swerdzewski is on the Adjunct Faculty of the University of Alabama–Huntsville, lecturing in the School of Business Administration. He also served as a team leader for the Obama-Biden Transition Team. In this role, he was responsible for the Agency Review of FLRA.

Nina Soden

Nina Soden obtained her degree with a focus on communication in business from Eastern Michigan University in 1997. She then developed her skills as a human resources representative in numerous private sector organizations.
In 2005, Nina joined the JSA team as a human resource/business development director and training contractor. In her over 14 years with JSA, she has performed numerous training engagements throughout the United States. Nina also instructed on the Obama Administration’s Federal Labor-Management Relations Executive Order requirements for Labor-Management Forums. Being a much sought-after training instructor and course developer, she has an in-depth background in communications and trust, collaboration, collective bargaining agreement training, and Executive Order 13522.

Nina has worked as a contractor through JSA with the Department of Veterans Affairs (VA), General Services Administration (GSA), US Anniston Army Depot, the Office of the Comptroller of the Currency (OCC), Centers for Medicare & Medicaid Services (CMS), Bureau of Land Management (BLM), National Weather Service (NWS), and US Army Combat Capabilities Development Command Aviation & Missile Center (AvMC), formerly known as the US Army Aviation and Missile Research, Development and Engineering Center (AMRDEC) to name a few.
